Filing disclosures for local political parties and slates

Required financial disclosure statements

As required by the Local Political Parties and Slates Regulation (LPPSR), registered local political parties and slates for the 2025 General Election are required to file the following financial disclosure statements:

For slates: Does not apply to registered slates as slates are not permitted to accept contributions.

Sept. 30 in the year of a general election.

For slates: For shared expenses.

March 1 of each year.

*On or before 4:30 p.m. on March 2, 2026.

*Note: When a legislative deadline falls on a weekend or holiday, the deadline to submit to Elections Calgary becomes 4:30 p.m. the next business day. 

What if there are no contributions or expenses?

If you did not receive contributions or incurred expenses, please notify us by email at candidates@calgary.ca before the deadline.

Registered local political parties and slates are responsible for ensuring that their disclosure statements are accurate and submitted on time. Also, they are responsible for City of Calgary late filing fees or Election Commissioner of Alberta administrative penalties, if applicable. 

A local political party or slate whose registration is cancelled is still required to submit disclosure statements. 

How to file a disclosure statement

Step 1: Complete the disclosure form

Download a copy of the Campaign Disclosure Statement and Financial Statement form for registered local political parties or slates. Note: Disclosure forms will be available July 2025.

Forms for disclosures due on March 1:

  • Financial disclosure form for local political parties
  • Financial disclosure form for slates

Step 2: Provide additional documents, if applicable.

A complete campaign finance disclosure statement includes the form, contributions and expenses lists, and any amendments. 

Requirement Description
Contributions list

Provide a list of each contribution exceeding $50. The list must include:

  • Contributor’s first and last name.
  • Contributor’s complete address (street address, city, province and postal code).
  • Contribution amount.
  • Date of contribution.
Itemized expenses list

Provide an itemized list of expenses (or shared expenses in the case of slates), including paid and unpaid amounts.

Review engagement report 

A review engagement by a chartered professional accountant must be filed with the disclosure statement if:

  • A registered local political party has expenses or contributions of $50,000 or more.
  • A registered slate has incurred shared expenses of $50,000 or more.

A “review engagement” is defined in the Chartered Professional Accountants Act

Itemized list of any transfers made between an endorsed candidate and a registered local political party.

List of the source and amount of each transfer. 

Supplementary statements to a disclosure statement.

If you become aware of any information reported in your campaign disclosure statements or review engagement that has changed or not been completely or accurately disclosed, you must file an update within 30 days of becoming aware of the change.

 

Deficits Amendments must also be filed if you report a campaign deficit. The amendment must show that the deficit has been handled as legislated in the LAEA and is due within 30 days of the end of the 60-day limit provided.

Step 3: File with Elections Calgary

There are two ways to submit your disclosure statements to Elections Calgary.

1) In-person: Appointment required. Call the elections office at (403) 476-4110 or email candidates@calgary.ca to make any appointment. The Elections Calgary office is located at 2340 22 St. N.E. (2nd floor). Office hours are Monday – Friday, 8:30 a.m. to 4:30 p.m.

2) Mail or courier: Submit by mail or courier. Please consider mailing time. Elections Calgary must receive the disclosure statement by the deadline. Mailing dates or postmarks do not qualify as meeting legislative deadlines. For mailing address details, see Contact Elections Calgary.

Note: Disclosure statements must be submitted in person at the Elections Calgary office or by mail. Digital submissions sent by email will not be accepted.

Campaign deficit
Deficits must be eliminated within 60 days after filing with Elections Calgary. A registered local political party may accept contributions within the 60-day period to eliminate the deficit. Contributions must not exceed $5,000 from any individual, corporation, trade union or employee organization.

An amended disclosure showing that the deficit has been eliminated, must be filed within 30 days after the expiration of the 60-day period within which the deficit must be eliminated.

Campaign disclosure statements will be published online.

Members of the public may view disclosure statements in person and under supervision at the Elections Calgary office.

Mailing addresses will be blacked out from documents before they are made available to the public.

Maintain records

Local political parties and slates must keep contributions and campaign expenses for a period of three years following the election day to which they relate.
